Agentic HR Series: Making Agentic HR Work
The Insight222 Agentic HR Series gives CHROs and HR Transformation, HR Technology and People Data leaders practical decision frameworks to move from experimentation to reliable, economically viable and accountable HR services.

Making Agentic HR Work
From architecture and economics to ownership and accountability
Agentic AI promises to transform HR service delivery: moving beyond answering employee questions to completing requests, coordinating processes and delivering outcomes.
But a compelling AI demo is not the same as a reliable HR service.
The Insight222 Agentic HR Series gives CHROs and HR Transformation, HR Technology and People Data leaders practical decision frameworks to move from experimentation to reliable, economically viable and accountable HR services.
Three decisions every HR leader now faces
- Architecture. What should agents do, and how should they work together? → Part 1
- Economics & accountability. What does an agentic HR service really cost, and who answers for it? → Part 2
- Ownership. Who owns the technology, data and agents behind HR services? → Part 3, coming soon in 2027.

PART 1 | ARCHITECTURE
The HR One-Stop Shop Is Finally Within Reach: But only with a specialist-first, governed agent architecture
May 2026 | André Fortange & Volker Jacobs
The long-promised HR one-stop shop is becoming achievable. But the answer is not an all-knowing HR super-agent.
This article shows how a governed architecture of Lead and Expert Agents connects specialist HR services, source systems and human expertise behind one simple entry point for employees.
Signature finding: The front door should route, not pretend to know everything. Prove one or two specialist services first, then add the front door.
What you'll discover:
· Three credible HR agent architecture patterns (Embedded AI, Control-Tower, Lead + Expert Agents) and where each fits.
· Why a specialist-first approach is the strongest foundation for reliable HR services.
· How permissions, system integration and human handoffs shape the architecture and the future HR operating model.

PART 2 | ECONOMICS & ACCOUNTABILITY
The Real Cost of Agentic HR, and Who Owns It: A practical TCO model, a test of service economics and a framework for assigning accountability
October 2026 | André Fortange & Volker Jacobs
Buying or building an HR agent is only the beginning. The business case depends on the full cost of the service, how reliably it resolves cases and who remains accountable. Drawing on practitioner interviews and an illustrative three-year simulation, this article shows what to test before you fund scale.
Signature finding: In our illustrative model based on practioner input, a 25% swing in token prices does not reverse the business case. A drop in resolution rate from 70% to about 55% does.
What you'll discover:
· A six-component Total Cost of Ownership model covering an HR agent's full lifecycle, from set-up to exit.
· Why resolution rates and human operating effort can matter more than token prices, and how to test this before scaling.
· A work-and-ownership matrix for HR and IT, with decision gates and seven questions to answer before funding scale.

PART 3 | THE FUTURE OF HR TECHNOLOGY & PEOPLE DATA OWNERSHIP
AI is blurring the line between HR, HR Technology, People Data and IT. HR teams now configure and build what used to be IT work, while IT increasingly owns agent technology across the company.
So who should have the final say over HR technology, people data and AI agents? Positions are published, but there is little systematic evidence on how organisations are actually set up. Part 3 will close that gap.
Part 3 — Research in progress. Expected early 2027.

About our research
The Agentic HR Series is written by André Fortange and Volker Jacobs of Insight222. It draws on Insight222's HR Transformation Leaders Program, our consulting practice, targeted interviews with HR AI, HR Technology and HR Transformation leaders, and a structured review of external research. Each part pairs a strategic perspective with practical tools leaders can apply to their own HR services.
